NANB Statement Regarding the Registration Status of Donna Collins

NANB frequently receives inquiries regarding the registration status of Donna Collins. Donna Collins was actively registered with NANB as a Registered Nurse from 2000–2012 and as a Nurse Practitioner from 2012–2013. Her registration with NANB expired on December 31, 2013, after which she was no longer authorized to practice nursing or use the titles Registered Nurse (RN) or Nurse Practitioner (NP).

Following a disciplinary hearing on November 22, 2017, Ms. Collins was reprimanded by the Discipline Committee and issued a fine for improper use of actual and fictitious nursing designations such as RN, NP, “RN+” and “DNP”, while not being a registered member of NANB.  Donna Collins has not been registered with NANB since December 31, 2013. She is not authorized to practice nursing in New Brunswick, to hold herself out as a person authorized to practice nursing, or to use such designations.

In a decision dated November 14, 2025, a panel of the NANB Complaints Committee accepted a Consent Agreement between NANB and Michelle Lecouteur Landry (Registration Number 031648). Ms. Lecouteur Landry admitted to receiving intravenous medications at approximately 2:00 a.m. while she was not on duty, as well as at the beginning of her shift while she was on duty in the Emergency Department, after having attended a retirement dinner the previous evening and consumed a few alcoholic beverages. Ms. Lecouteur Landry further admitted to not having followed the usual registration or triage process and to not having consulted with a physician prior to receiving the intravenous treatments.

Ms. Lecouteur Landry has voluntarily agreed to the following conditions on her registration:

1. Successfully complete remedial education related to professionalism in nursing, daily ethics and leadership; and
2. Provide each employer and regulatory body with which she is registered with a copy of the Consent Agreement and corresponding Complaints Committee Decision and notify NANB of any change in address or employer.

In a decision dated October 30, 2025, a panel of the NANB Complaints Committee accepted a Consent Agreement between NANB and Cathline Allain (Registration Number 024299). Ms. Allain admitted to being the Nurse Manager on duty in the Emergency Department (“ED”) when she noticed two (2) ED Registered Nurses (“RNs”) receiving intravenous (“IV”) treatments after having attended a retirement event the previous evening, to another ED RN being present in the same room, and to asking those ED RNs if they had had a “rough night” at the retirement event. Ms. Allain further admitted to not seeking guidance or support from her superiors or from Human Resources upon discovering that the ED RNs were receiving IV treatments during work hours, and failing to ensure that appropriate steps were followed if treatment was in fact necessary, including registration, triage, and consultation with a physician prior to receiving treatment.

Ms. Allain has voluntarily agreed to the following conditions on her registration:

1. Successfully complete remedial education related to professionalism, professional accountability and critical thinking for ethical practice in nursing;
2. Submit performance evaluations from her employer(s) from the date of the Consent Agreement;
3. Not work independently as a self-employed Registered Nurse or in a supervisory role; and
4. Provide each employer and regulatory body with which she is registered with a copy of the Consent Agreement and corresponding Complaints Committee Decision and notify NANB of any change in address or employer.

In a decision dated October 28, 2025, a panel of the NANB Complaints Committee accepted a Consent Agreement between NANB and Brianna Stewart (Registration Number 031688). Ms. Stewart admitted to receiving intravenous medications by a Registered Nurse colleague while on duty for approximately one (1) hour, after attending a retirement party and consuming alcohol the previous evening. Ms. Stewart further admitted to consenting to the treatment and to attending a mandatory meeting after receiving the intravenous medications. Ms. Stewart also admitted to not following the formal registration and triage process prior to treatment, not consulting with or seeing a physician prior to treatment, and not receiving prescriber’s orders for the medications administered to her.

Ms. Stewart has voluntarily agreed to the following conditions on her registration:

1. Successfully complete remedial education related to professionalism in nursing; and
2. Provide each employer and regulatory body with which she is registered with a copy of the Consent Agreement and corresponding Complaints Committee Decision and notify NANB of any change in address or employer.
